Beijing Dispatches Maritime Patrol Ships to Diaoyu Islands During Dispute with Japan

Beijing has sent its coast guard through the maritime area of the Diaoyu islands and unmanned aerial vehicles near remote Japan's territory as China ramps up tensions over the Japan's leader's comments regarding Taiwan.

Patrol Operations

On Sunday, the China's maritime patrol stated that its vessels carried out a “lawful patrol operation” through the waters of the Diaoyu islands, which are under the control of Japan but also asserted as territory by China.

“China coast guard vessel 1307 formation conducted patrols within the maritime jurisdiction of the Diaoyu islands. This was a legitimate rights enforcement activity conducted by the Chinese maritime authorities to uphold its rights and interests,” officials declared.

Diplomatic Spat

China and Japan have repeatedly faced off around the disputed territory but the latest activity occur during an intensifying diplomatic spat after the Japan's leader, the Japanese official, addressed lawmakers that if Beijing assaults the self-governing island of Taiwan it might provoke a military response from Japan.

That provoked a furious reaction from Beijing, which has indicated it demands a retraction from the Japanese official.

Island's Stance

Beijing asserts Taiwan as its own territory and plans to incorporate it under what it terms “reunification”. It has left open the military option. The island's administration and citizens categorically refuse the prospect of Chinese rule – preferring to maintain the status quo without formally announcing independence, but vowing to defend themselves if required.

An attack or invasion by Beijing would threaten to spiral into a regional or global conflict, potentially involving the United States and other allies including Japan, which has land just 68 miles from the island.

Military Activity

On the island, the military authorities reported this weekend that it had observed 30 Chinese military aircraft, seven navy ships and one government vessel, which was probably the maritime patrol, active near the territory over the previous day.

Maps provided by the ministry showed up to multiple UAVs operating near the island and the Japanese islands off its north-east coast, seeming to travel particularly close to Yonaguni. Chinese military transits there are occasional, but infrequent, and Beijing's defense operations in Taiwan’s air defence identification zone generally has been low in recent weeks.

Late on Saturday, the defense officials said China had been carrying out another “joint combat patrol” to “harass the airspace and sea around us”. It added the island had dispatched military assets to monitor the situation. The island reports such Chinese patrols a couple of times a month as part of what the Taiwanese government says is an continuous strategic pressure.

Political Strain

Japan has been facing mounting pressure from China since the Japanese official made her remarks, with Beijing's diplomatic representative in Osaka triggering an official complaint from Tokyo by stating that “the dirty head that sticks itself out must be cut off”.

China then summoned the Japanese ambassador for the first time in more than two years, and China’s defence ministry declared that any Tokyo's involvement would be certain to collapse.

Warning for Citizens

On Friday, China advised its people to avoid visiting Japan, leading Japan to request China to take “appropriate measures”, though it provided no details.

Multiple carriers from China announced this weekend that tickets to Japan could be cancelled without penalty.

Adding to the tensions, Beijing's administration on Sunday advised students to rethink education plans in Japan, citing what it described as an volatile safety situation.

Although not an outright prohibition, a dramatic reduction in the number of Chinese students could have a detrimental effect on Japanese universities. A record 336,708 foreign nationals were enrolled in Japanese schools last year, according to official data. They featured over 123,000 learners from China – by far the largest demographic.

Media Response

Earlier this weekend, a Chinese state media editorial charged the Japanese official with performing a diplomatic maneuver that was “not just dangerously provocative but fundamentally perverse”.

“A clash between Tokyo and Beijing would not be a limited skirmish; it would likely draw in other nations, including the US, and could rapidly escalate to a major confrontation with unimaginable consequences.”

Policy Standpoints

The administration in Taipei says only its people can decide its future. Japanese leaders have traditionally refrained from discussing the island openly when discussing such scenarios, maintaining a “strategic ambiguity” also preferred by Tokyo’s main security ally, the US.

However, Beijing's governing party says the unification of Taiwan with the People’s Republic of China is “inevitable”, and portrays dissent as provocative. As it advances toward potential armed takeover, China has also been escalating its non-military activity and its statements towards the island.
