The United Kingdom and France to Deploy Troops to the Country if a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The UK and France have inked a memorandum of understanding concerning the deployment of armed personnel in the nation if a peace deal be struck with Moscow, the Prime Minister of Britain, Starmer, has declared.

After talks with Ukraine's allies in Paris, he noted that the UK and France would "establish operational bases throughout Ukraine and build secure structures for weapons and defense matériel" to prevent any subsequent attack.

The partner countries also suggested that the US would take the lead in verifying a halt in hostilities.

Moscow has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has so far not responded on this new declaration.

The Situation and Ongoing Conflict

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Moscow presently controls about 20% of the country's land.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," remarked the British leader.

Heads of state and high-ranking officials from the "Partner Group" participated in Tuesday's talks.

Addressing reporters at a shared media briefing, the Prime Minister noted: "It creates the pathway for the juridical structure under which British, French, and partner forces could work on Ukraine's territory, securing Ukraine's airspace and waters, and regenerating Ukraine's defense capabilities for the years ahead."

The UK prime minister went on to say that Britain would participate in any American-headed confirmation of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Top American diplomat Steve Witkoff said that "lasting safety pledges and strong reconstruction vows are critical to a permanent resolution" in Ukraine – alluding to a central demand made by the Ukrainian government.

Witkoff said the allies had "substantially agreed on" their work on establishing such assurances "to ensure the Ukrainian people know that when this hostilities ends, it ends for good."

Jared Kushner, ex-President Donald Trump's advisor, also was involved in the discussions.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's partners had made "major progress" at the meeting.

He added that "robust" defense assurances for Kyiv had been agreed in the instance of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "huge advance" had been made in the talks, but qualified that he would only consider efforts to be "adequate" if they resulted in the conclusion of the fighting.

Earlier, he indicated a peace deal was "mostly finalized". Agreeing on the last 10% would "decide the future of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of ongoing disputes for diplomats.
  • The Russian President has consistently stated that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any middle ground over how to finish the war.
  • The Ukrainian President has to date ruled out surrendering any land, but has floated the idea that Ukraine could move its troops to an designated point – but only if Russia does the same.

Russian forces presently occupies about 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The two regions form the heartland of the Donbas.

The earlier US-led comprehensive framework that was extensively reported to the media last year was perceived by Kyiv and its partners in Europe as being heavily skewed in Moscow's direction.

This triggered a period of focused discussions – with the involved parties trying to adjust the draft.

Recently, The Ukrainian government sent the US an revised 20-point plan – as well as separate documents outlining possible defense assurances and provisions for Ukraine's reconstruction, the President stated.
