Ukrainian President Volodymyr Zelensky States Absence of Definitive Defense Guarantee from Partner Nations

The ongoing conflict in Ukraine is nearing its third year mark.

Ukrainian President Volodymyr Zelensky says European allies have not given him sound guarantees that they will protect his country in the case of a future Russian attack.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukraine's land.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our dedication to support Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if European countries would defend Ukraine.

"However, until we lack such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the allies "mostly completed" their work on finalizing security arrangements.

Damaged Ukrainian infrastructure
Russia continues to strike Ukrainian cities and critical infrastructure nationwide on a regular basis.

Last week, Zelensky said a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces now holds about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The two regions form the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, though with varying degrees of effectiveness.
